Water in the Combine regime

In Half-Life 2, it's shown during Highway 17 that the Combine have drained the world's hydrosphere considerably. How do people bathe if not only are they being herded and oppressed in dilapidated apartments but also having all water drained? Also, how is humanity supposed to survive in a post-Combine world if creatures like antlions and bullsquids have probably killed all the wildlife and the Combine have drained a lot of the water needed for the water cycle?
